Lee H. Hilborne (MD-UCSD 1982; MPH-UCLA 1988) is Professor of Pathology and Laboratory Medicine at David Geffen School of Medicine at UCLA, Medical Director, Quest Diagnostics, Southern California and Deputy Director for Global Health at the RAND Corporation in Santa Monica. Dr. Hilborne served as a member of the Board of Directors of the American Society for Clinical Pathology for 10 years and was president of the ASCP from 2007-2008. Dr. Hilborne is currently a member of the Board of Governors of the Board of Certification, Chair of the Institute Advisory Committee and a member of the International Commission. He will rejoin the Board of Directors of ASCP in November 2012. Past RAND work includes guidance and direction for formation of the National Health Authority (now Supreme Council for Health) for the State of Qatar, a leadership and research role in the evaluation of potential causes of Gulf War Illnesses, development of Appropriateness of Care criteria for a set of seven common clinical conditions, assessment of laboratory services in developing countries, evaluation of bundled ambulatory payments for CMS, and evaluation of Pay for Performance for Breast Cancer in Taiwan. He is currently working with the Ministries of Health and Planning for the Kurdistan Regional Government in Iraq to improve the quality and safety of health care. For ten years Dr. Hilborne was Director of Quality Management Services and Associate Director at the UCLA Healthcare. In this role, he was responsible, among other responsibilities, for working with the Quality Improvement Organization in California and leading the organizational efforts to implement performance measurement, particularly core measures. Dr. Hilborne served on the Clinical Evaluative Sciences Council of the University HealthSystem Consortium where he helped design performance measurement tools for academic medical centers. He continues to work with the Medical Center to address quality and reimbursement issues for Medicare and other patients. In addition to ASCP activities, Dr. Hilborne serves on a number of editorial boards and is a member of the Board of Directors of the Institute for Medical Quality (IMQ). He was a member of the Joint Commissions Professional and Technical Advisory Committee for Hospitals. He recently served on several FACA committees, including Medicares Ambulatory Payment Classification Advisory Committee and the Clinical Laboratory Improvement Advisory Committee (CLIAC). He was the American Hospital Associations representative to the AMAs CPT Editorial Panel and now serves as ASCP CPT Advisor to the AMA.
